State University Mgmt Officer - Director of Business Svcs

Bemidji State University (BSU) and Northwest Technical College (NTC) invite applicants to join our team as the Director of Business Services
 
The Director of Business Services is responsible for the efficient management of Bemidji State University and Northwest Technical College business operations. This position is responsible for developing, recommending, and implementing fiscal management policies and procedures; providing financial forecasting and advice on budgetary and financial processes; cash management of BSU/NTC; planning and directing business services of BSU/NTC; and supervising general accounting, purchasing, risk management, sponsored program accounting, and financial reporting.
 
Responsibilities of the Director of Business Services include:

  • Directing the office of Business Services: Budgeting, financial reporting and reconciliation, risk management, accounts receivable, income collection, contract collections, accounts payable, payroll, travel and cash management, grants, athletic sponsorships, and NTC Foundation accounting in accordance with Minnesota Management and Budget (MMB), Minnesota State Colleges and Universities (MinnState) and BSU/NTC policies and procedures. This position also manages investment and banking services to insure the maximum utilization of funds. Percent of Time: 45%
  • Making sure all collective bargaining agreements and MMB, MinnState, and BSU/NTC policies and procedures are followed. Leading, supervising, and directing the BSU/NTC business office personnel, including but not limited to hiring, promoting, rewarding, assigning and reviewing work, directing work, approving transfers, suspending, discharging, and adjusting grievances to ensure that staff are skilled and available as needed. Percent of Time: 25%
  • Managing the business affairs of BSU/NTC according to State and Federal regulations, and MinnState, local, and departmental policies and procedures so that the university and college maintains a system that meets audit requirements. Assuring that annual financial reports and other reports for BSU/NTC are prepared as needed so that all funds are properly accounted for, including but not limited to: Integrated Postsecondary Education System (IPEDS), National Collegiate Athletic Association (NCAA), Equity in Athletics Data Analysis (EADA), Student Activity Fee Allocation Committee (SAFAC), foundation agreements, and annual financial statements. Assisting with the development of local procedures and practices. Exhibiting an understanding the needs of the students and employees of BSU/NTC. Percent of Time: 20%
  • Assisting the Vice President for Finance and Administration with the development, administration, and control of BSU/NTC budgets. Preparing reports, monitoring budgets, and providing budgetary advice to the Vice President and other management personnel. Assisting the Vice President for Finance and Administration to coordinate MinnState System Office requests for financial information and to obtain financial information. Participating in system-wide groups and/or attending system-wide meetings to keep abreast of system information and changes as they relate to the system and to BSU/NTC. Percent of Time: 10%
Minimum qualifications for this position include:
  • Bachelor’s degree in accounting, business, or relevant field of study.
  • Thorough knowledge of accounting and business including management/supervisory experience.
  • Working knowledge of electronic spreadsheets, word processing software, computers and other office equipment.  (Examples of software include Microsoft Word, Excel and Outlook.)
  • Familiarity with computer-based Management Information Systems (database processes).
  • Demonstrated customer service skills sufficient to explain program information to internal and external customers and effectively discuss issues in difficult situations.
  • Ability to understand and interpret statistical and financial data for the purpose of monitoring, developing, recommending, and implementing sound administrative financial policies. 
Preferred qualifications include:
  • Advanced degree or professional certification (CPA, CMA, CIA, MBA, etc.).
  • Five (5) years of experience in business, financial management, or relevant field.
  • Three (3) years of supervisory experience.
  • Knowledge and experience with two-year and/or four-year higher education.
  • Government accounting experience.
  • A demonstrated commitment to the principles of diversity, equity, inclusion, and anti-racism.
